The Rwandan Minister of Foreign Affairs and International Cooperation says that a Kigali-commissioned report on the 1994 genocide has found that France "enabled a genocide which was foreseeable to take place" and therefore "bears obvious responsibilities". The publication of the results of the years-long investigation by US law firm Levy Firestone Muse follows the publication last month of a separate inquiry into the same events commissioned by French President Emmanuel Macron.
